Introduction

Tracker is seeking a Law Enforcement Liaison Officer to optimize our stolen and impounded vehicle recovery operations. The successful candidate will play a key role in achieving our recovery goals while fostering relationships with law enforcement and private security companies.

Job Description

Operational Activities

• Recover stolen or impounded vehicles.
• Improve recovery efficiency by understanding and implementing Tracker’s established vehicle recovery processes.
• Serve as a dedicated liaison between emergency control departments and external partners (such as law enforcement and police).
• Coordinate and respond to all activations and checks sent by Tracker’s National Emergency Control Center.
• During crime activations or security checks, request assistance from law enforcement and police to stop the activated vehicle.
• Adhere to crime scene management protocols at all times.
• Demonstrate a comprehensive working knowledge of the stolen vehicle recovery ecosystem and legal framework.
• Demonstrate a comprehensive working knowledge of South African Police Service (SAPS) protocols related to vehicle crimes.
• Demonstrate a comprehensive working knowledge of the Criminal Procedure Act.

• Testify in criminal court when required.

• Demonstrate a comprehensive, practical understanding of the dynamics and factors driving vehicle-related crimes. • Ensure that vehicle protection and repatriation protocols are followed at all times.
• Demonstrate a comprehensive working knowledge of missing persons protocols (e.g., SAP55).
• Prepare a recovery statement in accordance with law enforcement Standard Operating Procedures (SOPs) and document all recovery-related activities to facilitate the chain of custody.
• Prepare documentation for unrecovered vehicles (e.g., search area, scrap yards, liaison procedures, etc.) in accordance with SOPs.
• Demonstrate a comprehensive working knowledge of Tracker’s post-recovery and non-recovery processes.

Customer Experience and Service Delivery

• Demonstrate a high level of professionalism at all times.
• Ensure full compliance with Tracker’s customer service protocols, in line with the company’s values.
• Assist Tracker customers with vehicle repatriation to South African Police Service (SAPS) custody units, if required.

• Provide guidance to customers and partners regarding stolen vehicles and recovery processes.

• Ensure the timely escalation of customer inquiries and concerns to senior management.
• Demonstrate the ability to communicate clearly and effectively with all stakeholders.
• Demonstrate the ability to anticipate customer needs by gathering complaints and issues.
• Continuously provide Tracker’s internal teams with regular feedback on relevant concerns.
  Projects and Continuous Improvement
• Continuously analyze the tactics and modus operandi of stolen vehicles in the sector.
• Record information and findings using established processes and systems.
• Implement improvements to increase recovery rates or enhance the customer experience.
• Design, develop, and implement projects and initiatives to optimize departmental performance.
• Participate in specialized operational plans with external partners to improve recovery rates.
• Attend relevant training and development as determined by the Individual Development Plan (IDP).
• Attend regular training and development courses, in accordance with departmental objectives.
• Participate in and provide training to external partners, as determined by a formal needs analysis.
• Implement training programs designed for specific partners and/or law enforcement agencies.

• Comply with all relevant industry regulations, such as PSIRA and FCA.

• Comply with relevant data protection policies at all times.

• Demonstrate a comprehensive working knowledge of relevant laws, regulations, and processes (e.g., Firearms Control Act, Road Traffic Management Act, etc.).
• Maintain accurate, high-quality records for all aspects of the job, such as statement preparation, firearm logs, relevant reports, etc.
• Maintain detailed records using company systems in accordance with Standard Operating Procedures (SOPs).

• Stay up to date with changes in the security sector relevant to the role.

• Report any theft, loss, or damage to company assets in a timely manner.

• Demonstrate compliance with professional policies regarding company uniforms, vehicles, and equipment.

• Maintain a professional company image through attire, behavior, and appearance.

• Demonstrate a comprehensive working knowledge of Tracker’s products and services.

  Minimum Requirements

Required Qualifications, Experience, and Skills:

• High school diploma or equivalent Level 4 qualification of the National Qualifications Framework (NQF).
• Desirable: Police diploma or equivalent post-secondary qualifications.
• 3 years of relevant experience in law enforcement or 3 years of relevant experience in the private security sector (armed response and vehicle recovery).
• Desirable: Experience in vehicle tracking and telematics.
• Desirable: Knowledge of the topography and geography of the area.
• Desirable: Knowledge of trends and modus operandi of vehicle-related crimes.
• General knowledge of the vehicle tracking sector.
• Computer skills (MS Office).
• Desirable: PSIRA Grade C certification.
• Desirable: Proficiency in the handling of firearms.
• Knowledge of the Firearms Control Act. • Valid driver’s license.
• Familiarity with two-way radio procedures.
• Availability to travel and work shifts, including overtime according to an approved shift schedule, weekends, and public holidays.
• Excellent communication skills (both oral and written) in English and one or more of South Africa’s official languages.
