JOB SUMMARY
The Technical Services Manager is responsible for effectively managing all technical and related services across the hospitals, including risks related to infrastructure and assets, as well as all facilities and equipment (both clinical and non-clinical).

KEY RESULTS AND RESPONSIBILITIES
CONSISTENCY OF CARE
Technical Management
- Manage all hospital facilities, clinical infrastructure, and assets.
- Manage purchases and expenditures related to the technical area.
- Manage contractor performance.
- Act as custodian of the asset management database in the CMMS (Computerized Maintenance Management System), ensuring the reliability and validity of all data.
- Manage the maintenance management system, ensuring that all equipment risks are managed and that all repairs and maintenance are carried out when necessary. • Meet all competency and performance requirements defined in the ECSA document “Competency Standard for Registration as a Professional Engineer.”
Budgetary Planning and Control
- Responsible for the financial performance and budget of the technical services department.
- Develop an operating budget based on physical assets. • Prepare a budget for the replacement of physical assets, with the necessary justification.
- Conduct life cycle assessments of physical assets.
- Perform feasibility analyses for the replacement and acquisition of critical equipment.
Quality and Safety Compliance
- Ensure compliance with all applicable regulations and laws.
- Ensure compliance with the Occupational Safety and Health Law and other related legislation.
- Ensure quality and safety during and after contract completion, acting as the safety officer.
- Conduct quality and safety controls during and after project completion.
- Manage risks related to the hospital’s technical infrastructure and assets, including all facilities and equipment (medical and non-medical).
- Conduct sampling quality audits of corrective and preventive maintenance performed by technical staff and contractors.
Reporting
- Prepare monthly reports, as requested, on hospital personnel, contractors, facilities, and assets.
- Develop and maintain trend analyses of equipment failures and maintenance costs, and report accordingly. Project Management
- Responsible for managing all small-scale construction projects on-site.
Policies and Procedures
- Ensure compliance with and implementation of Group policies and procedures for the management and maintenance of hospital facilities and assets.
- Enforce Group policies and procedures among staff and contractors to ensure the mitigation of all risks.

Stakeholder Relationship Management
- Provide professional and effective service to all colleagues, staff, and clients.
- Regularly attend hospital and regional meetings and interact with management in the relevant departments, especially regarding nursing, health and safety, and infection control.
- Ensure training for nursing, pharmacy, administrative, and management staff on technical topics.
- Interact professionally with colleagues, staff, and clients.
Personnel Management
- Manage all staff in the Technical Services Department. • Train and support technical staff as needed.
- Ensure proper resource planning in accordance with the principles of PAS 55.
- Ensure that the appropriate skills are provided for each position.
- In consultation with the Human Resources Manager, develop training and succession plans to ensure that staff are trained according to the legal competency requirements for their specific roles.

SKILLS PROFILE
EDUCATION
National Diploma in Electrical (High Voltage) or Mechanical Engineering, Level 7 of the National Qualifications Framework (NQF).
WORK EXPERIENCE
Essential Requirements
- Minimum of five (5) years of technical and managerial experience in Category A hospitals.
- Experience in asset management and financial management.
Desired Requirements
- Experience in electrical and mechanical engineering in the hospital and hospitality sectors will be valued.
KNOWLEDGE
Essential Requirements
- Intermediate level of computer skills (MS Office).
- Knowledge of maintenance and asset management principles.
- Knowledge of energy and water management.
Desired Requirements
- Project management.
- Knowledge of building codes and regulations.
